Starbucks has “failed and refused” to negotiate with union representatives speaking on behalf of workers at 144 of the coffee chain’s stores, according to the National Labor Relations Board. The coffee giant’s talks with union reps at two locations in New York included proposals that were “demeaning” and made “with no intention of reaching agreement,” the NLRB concluded.
