NACDS names director of federal, state public policy

ARLINGTON, Va. – The National Association of Chain Drug Stores has appointed Brent Palmer to the new role of director of federal and state public policy. Most recently, Palmer served as manager of public policy and government relations for Hims & Hers Health, Inc.

In making the announcement, NACDS President and CEO Steven C. Anderson said: “Brent brings tremendous value to the NACDS staff team and to the industry we proudly serve. He has a wealth of knowledge in the health policy arena — with diverse experience working on federal and state regulatory and legislative issues for the private and public sectors. Brent will contribute immensely to NACDS policy and advocacy priorities vital to Americans — and to the pharmacies serving them as the face of neighborhood healthcare.”

At NACDS, Palmer will serve as a subject matter expert on state and federal public policy issues related to pharmacy scope of practice and reimbursement, Medicare and Medicaid matters, and related topics. He reports to Kayla McFeely, PharmD, senior director of pharmacy care and health and wellness programs. The department is led by Sara Roszak, DrPH, MPH, senior vice president of health and wellness strategy and policy.

NACDS implements a “One Team” approach that transcends traditional organizational charts and emphasizes collaboration in policy development and advocacy at all levels and branches of government.

Prior to his role at Hims & Hers, Palmer served as a public policy and government relations executive for Steward Health Care. Previously he worked on legislative and regulatory matters for Cambia Health Solutions; served as a lead health policy advisor in the Utah state legislature; and as a health policy analyst for Utah-based healthcare consulting firm, Leavitt Partners.

Palmer earned his Bachelor of Arts in Political Science from Brigham Young University – Idaho.

He went on to receive a Master of Health Administration from Virginia Commonwealth University as a Stuart D. Ogren Scholar. The Stuart D. Ogren Scholarship Fund supports the education of exceptional Virginia students pursuing studies in healthcare administration.

In 2020-2021, the Bryce Harlow Foundation named Palmer a Bryce Harlow Foundation Fellow – an honor which recognizes those who are committed to practicing the art and science of lobbying with the highest level of integrity.

Palmer is currently pursuing his Juris Doctor from George Washington University.

He started in his new role at NACDS on November 21.
